figure 1 does, but with the only exception that on the timeline are represented these 3 periods that were just mentioned, starting only from 1972 and additionally the average numbers for each of 3 periods are indicated, so that it can be easily seen the difference between average number for the whole period 1 (19721984), 2 (19851998) and 3 (19992013).

As it is presented on the graph average for the period before transformational is the highest and amounts to 52 890 granted patents per year, while in the transformation period a decrease by 22% can be observed as only 41 422 patents were registered during this period annually on average. Unfortunately the number for the period after transformation is even lower reduction by 28% is observed in comparison to the previous period and by 44% in comparison to the soviet period. Only 29 622 patents on average are issued annually in contemporary Russia after the transformation period. Especially the last years are more than disappointing as in the year 2012 decline by 21% is observed. In the year 2013 even more dramatical decline  by 75% brings Russia approximately to the level of year 1969, which means that during the last 40 years the level of annually issued patents has never been so low.
Also as all the 3 periods are almost equal by duration (13, 14 and 15 years correspondingly) the total amount of all the patents issued over these periods can be compared. And here once again the analysis shows that the overall number of patents registered in the period of USSR form 1972 until 1985 was the largest (average and total amount of patents per each period is shown in the table 1) 687 568 patents over the whole period, while in the transformational period the total amount accounts to 579 909 patents. And what is more significant, even though that the period after the transformational is larger 15 years (in comparison to 13 and 14 years in the previous 2 periods) only 444 329 patents overall were granted. That amount is 24% lower as the amount in the transformational period and even 35% lower as in the period of USSR.

Summarizing obtained results, the following questions arise and become relevant what is the reason behind such a tendency, that the overall amount of patents as well as the average amount per year is lower in contemporary Russia in comparison to the transformation period and the period of USSR? And there are 2 subsequent questions arising, if the patenting activities have decreased in contemporary Russia in comparison to previous periods even though in contemporary Russia patenting system was not only established (as in the transformation period) but also even reformed and stabilized.
